Awalnya Ketua Karang taruna Lampung Selatan Sahirul Hidayat, beserta Sekjen nya. Datangi RSUD Bob Bazar di Kalianda Lampung Selatan Senin siang, untuk pembahasan Viralnya di pemberitaan terkait pengalihan parkir di RSUD Bob Bazar, juga ada viral pemberitaan terkait anggaran 1,2 Miliar,
“Saya hanya mau mengklarifikasi secara langsung apa yang menjadi pemicu dari kisruhnya di media sosial kata Saifun Naim yang dikenal kang Ayi. Kedatangan Ketua Katar Sahirul Hidayat dan anggotanya, sekitar pukul 14.00 WIB, itu langsung disambut oleh Direktur RSUD Bob Bazar Kalianda. Disitu dimulainya pembahasan, dan tidak berlangsung lama, disinilah Awal terjadinya perdebatan.
Direktur RSUD Dr. H. Bob Bazar, Reny Indrayani menjelaskan terkait plat nomor polisi (NOPOL) yang sedang viral di media sosial, bahwa itu tidak ada unsur kesengajaan, karena habis bepergian dan lupa untuk memasang plat aslinya, tapi memang dari direktur yang dahulu sudah sering dilakukan, kenapa sampai pasang plat hitam,? dengan alasan takut di tandain, juga untuk urusan yang agak urgent, dan agak berbahaya ya di ganti dulu,”ucap Reny, seolah dirinya sedang banyak masalah.
Dia juga menyadari dan mengakui bahwa tindakan atau perbuatannya tersebut memang menyalahi aturan, Direktur RSUD Dr. H. Bob Bazar, Reny Indrayani juga menjelaskan dalam wawancaranya oleh media Blbnewstv.com. Sebenarnya sih gak boleh, saya pun tau itu tidak boleh tapi bukan saya saja ya kepala Dinas ya coba liat, kalau mau di usut ya, kepala Dinas yang lain pun banyak, liat aja kalau apel lihat lah yang dekat sini Dinas kesehatan, tapi kita gak mau mengadu domba ya,” tegas Reny Indrayani.
Menurut Pasal 1 angka 11 Perpolri 7/2021, Tanda Nomor Kendaraan Bermotor (“TNKB”) adalah tanda registrasi dan identifikasi kendaraan bermotor yang berfungsi sebagai bukti legitimasi pengoperasian kendaraan bermotor berupa plat atau berbahan lain dengan spesifikasi tertentu yang diterbitkan Polri. Dari sini jelas diketahui TNKB resmi hanya diterbitkan oleh Polri.
Oleh karena itu, jika ditanya bolehkah pakai plat nomor palsu? Tentu menggunakan plat nomor bodong yang tidak diterbitkan oleh Polri tidak sah dan tidak berlaku, serta bisa dikenai sanksi denda. Berapa denda plat nomor palsu? Hal ini tertuang tegas dalam Pasal 280 UU LLAJ dengan bunyi sebagai berikut.
Setiap orang yang mengemudikan Kendaraan Bermotor di Jalan yang tidak dipasangi Tanda Nomor Kendaraan Bermotor yang ditetapkan oleh Kepolisian Negara Republik Indonesia sebagaimana dimaksud dalam Pasal 68 ayat (1) dipidana dengan pidana kurungan paling lama 2 (dua) bulan atau denda paling banyak Rp500.000,00 (lima ratus ribu rupiah).
Mobil berpelat nomor merah adalah mobil dinas pemerintahan. Kendaraan berpelat warna khusus ini hanya diperuntukan bagi pegawai atau pejabat pemerintah saja.
Kendaraan pelat merah pada dasarnya hanya boleh digunakan untuk urusan dinas. Nah, pemilik dari kendaraan inipun atas nama pemerintah.
Menurut jenis dan fungsinya, mobil dinas pun terbatas digunakan untuk dan atau ke tempat-tempat tertentu saja. Misalnya ke kantor, ke instansi pemerintah, atau pun kunjungan ke warga masyarakat.
Mobil dinas ini semestinya tidak boleh digunakan diluar kepentingan kedinasan. Misalnya berlibur keluarga atau keperluan pribadi lainnya.
Sebab, pada dasarnya mobil pelat merah adalah mobil yang dibiayai negara, dan seyogyanya digunakan benar benar untuk kepentingan negara.
Namun, tidak bisa ditampik, aturan ini kadang suka dilanggar oleh sejumlah oknum. Bahkan di sejumlah kasus, ada yang mengakal-ngakali peraturan dengan meyiasati beberapa hal. Salah satunya mengganti pelat berwarna merah menjadi hitam.
Salah satu sempat bikin ramai viral yang memperlihatkan sebuah mobil Innova yang tengah terparkir di parkiran RSUD Bob Bazar Kalianda pada Januari 2025, mobil dinas milik Direktur RSUD Bob Bazar Reny Indrayani, yang seharusnya berpelat merah menjadi pelat hitam.
Secara hukum
Pada dasarnya Tanda Nomor Kendaraan (“TNKB”) atau plat untuk kendaraan bermotor dinas pemerintah memang berwarna merah. Jika ada yang berwarna hitam karena orang tersebut menggantinya sendiri, maka TNKB tersebut tidak sah jika bukan dikeluarkan oleh Kepolisian Negara Republik Indonesia.
Mengubah plat nomor polisi kendaraan baik kendaraan dinas dan pribadi merupakan bentuk pelanggaran hukum dan itu ada sanksi hukumnya.
Orang tersebut dapat dikenakan pidana kurungan paling lama 2 (dua) bulan atau denda paling banyak Rp500.000,00 (lima ratus ribu rupiah).
